"Geelani was not allowed by police to leave his Hyderpora residence this morning for Tral town where he was to address a public meeting," it said in a statement here.
Condemning the move, the Hurriyat said "this tantamounts to government's admission that it has failed to fight Geelani politically."
This is the second time in a week that the chairman of the hardline Hurriyat Conference was barred from visiting Tral.
The Hurriyat hawk, who has launched a poll boycott campaign, is planning to hold a rally in Srinagar on December 8.
