The names of only those persons will be considered for selection who will get at least three years tenure as central vigilance commissioner or vigilance commissioner, the letter said.
An incumbent remains in office until attaining the age of 65 years or upon the completion of four years, whichever is earlier. The last date for sending nominations is November 15.
The five short listed names, by the Minister of State for Personnel V Narayanasamy, will be put before a three-member selection committee headed by Prime Minister Manmohan Singh for selection.
The appointment, on the basis of recommendation of the committee, is finally made by the President.
Home Minister Sushilkumar Shinde and Leader of Opposition in Lok Sabha Sushma Swaraj are other members of the selection panel.
