Graft in DUSU poll: HC asks DUSU grievance cell to decide

Delhi High Court today asked the grievance cell of Delhi University Students Union (DUSU) to decide within two days a representation alleging "corrupt practices" by candidates in the fray for the upcoming polls to the students body.
Justice V P Vaish gave the direction while hearing a plea by a law student alleging that most political parties and leaders were pumping money in the September 11 DUSU election and indulging in "illegal activities".
Ruby, a first-year-student of Law Faculty, has also alleged that she had made representation to the DUSU detailing various "corrupt practices" committed by candidates which was not appreciated by the authorities concerned.

Hearing this, the court asked the grievance cell of DUSU to decided the petitioner's representation within two days.
"Within two days you (DUSU) have to decide," the court said, adding if the complainant has any problem thereafter, she can file a fresh petition.
The court, however, refused to pass any order to the Chief Election Officer for the 2015-16 poll to remove the names of candidates against whom FIRs or complaints were pending, asking it could not pass an order without hearing the candidates who were not party to the present petition.

The plea alleged that candidates were indulging in offences like bribing of voters, intimidation and canvassing outside the university or college campus premises and sought disqualification of those who indulged in corrupt practices, violating the guidelines laid down by the Committee headed by former Chief Election Commissioner J M Lyngdoh.

The committee had come out with recommendations to curb the influence of money and muscle power in the students' union elections, the petition said, adding that walls across Delhi were being defaced with posters "camouflaged to pass off as handmade posters", in clear violation of the guidelines.
In related development, the bench of justice Vaish has issued notice to the Delhi University against the rejection of nomination papers of Rinka Aggarwal, contesting for the post of President of Student Body Election in Ram Lal Anand College of the Delhi University.
Aggarwal has contended in his plea that his nomination paper was rejected "maliciously and arbitrarily".
