Haryana frames policy for welfare of orphans

Haryana government has framed the 'Jyotirgamaya' policy for welfare of orphaned children in the state, aimed at extending recognition and facilities provided by state government to orphans.
The scheme would cater to two groups, one which includes orphans till attainment of 18 years and the second, for those between 18 to 21 years of age and drawing income at or below minimum daily wages as prescribed by the state government, a government spokesman today said.
Those identified as orphans would be given an Orphan Certificate by the Revenue Authority or Local Panchayat at rural areas and Urban Local Bodies for towns and cities and would be given to those released or residing in state After Care Homes, the spokesman said.

Orphans possessing these certificates will get various facilities like Education Department would grant fee waiver facilities and all other charges in government and government-aided schools and colleges, he said.
Tuition and other fees for at least one course in any of the State Industrial Training Institute would be waived off so that the children find source of employment, he said.
They would be included in the State Below Poverty Line and would get all facilities of the Food and Supplies department, the spokesman said, adding that issuance of Aadhar Cards and EPIC cards by the Election department would be facilitated to those possessing valid Orphan Certificates.
