Concerned over illegal activities of some persons claiming to be advocates after getting LLB degree by irregular means from institutes in Andhra Pradesh and Karnataka, the Madras High Court today directed the Tamil Nadu DGP to give details of law graduates indulging in criminal activities.
"It is prima facie evident that the issue focussed by the petitioner is a crying need of the hour in view of many illegal activities by some persons claiming to be advocates," Justice N Kirubakaran said while hearing a petition by city advocate V Ramesh.
In view of the importance of the issue, it was appropriate to make Union HRD Secretary, Law and Justice Secretary, Bar Council of India, Law Commission of India, UGC, Tamil Nadu and Puducherry Bar Federation suo motu as respondents.
The Judge said that in view of the fact that more than 100 law colleges each were located in Andhra Pradesh and Karnataka, the Chief Secretaries of the two states should explain what is the necessity for so many colleges there, providing LLB degrees.
They should also explain how persons with criminal background and persons who were in state government service and the persons without any adequate basic qualifications were supposed to be studying and getting graduated.
They should explain whether they have taken note of the admission of persons without any basic qualification into the law colleges in their respective states.
The Judge directed the Bar Council Of Tamil Nadu to verify the antecedents of all law graduates by getting police verification certificate in view of the commission of a number of offences by advocates.
He posted the case for next hearing to July 5.
