The first bench comprising chief justice of the high court Indira Banerjee and justice M Sundar gave the direction to the district collectors, commissioners, as well as the Directorate of Social Welfare Department.
The court gave the order while hearing a PIL by one Karuppusamy seeking a direction to the district officers to ensure constitution and functioning of internal complaint committees, as mandated by the the Sexual Harassment of Women at Workplaces (Prevention, Prohibition and Redressal) Act, 2013, in all workplaces, including factories.
Many women were keeping mum about their sufferings due to fear, while some others have either escaped or complained to certain organisations, the counsel submitted.
