He announced a litany of sops for various sections and asked the people to ensure a third consecutive win for the party in state polls next year.
Taking a dig at BJP for what he called attempts to form coalitions against him in the state, he said the opposition party "was confused whether to go this way or that way".
The Chief Minister said the coalition that was needed in Haryana was between him and the people.
In addition, he said financial assistance ranging from Rs 200 to Rs 500 per month would be paid to orphans and destitute children to enable them to get education.
Hooda also announced an increase in minimum wages of labourers from Rs 5342 to Rs 8100 per month, saying that it would be the highest in the country.
Under the 'Mukhyamantri kisan evm khetihar majdur jeewan suraksha yojna', a financial assistance of Rs 5 lakh would be given to the wife and dependent children of a farmer or agricultural labourer in case of his death while at work.
"There is a backlog to fill up 15,041 posts including 8781 posts of Scheduled Castes and 6260 of backward classes. Within one year, through the launch of a special campaign, all the jobs will be filled," Hooda said.
The CM said that a one-time settlement scheme would be implemented to provide an opportunity for settlement of loans to those members belonging to Scheduled Castes and backward classes who have borrowed money under different schemes from Scheduled Castes Finance and Development Corporation and Backward Classes and Economically Weaker Sections Welfare Corporation.
