ONGC now have to beat Western by a two-goal margin to qualify for the semis as Navy have beaten the railwaymen 4-3 earlier in the tournament.
The goal scorers for ONGC, who led 2-0 at half time, were Gagan and Mandeep Singh while for Navy Parteek Singh and Mohammad Faheem Khan found the target.
In the last game of the day in Pool B, Bharat Petroleum defeated Punjab National Bank 2-0, with a goal in each half from ex-Indian player Tushar Khandkar and current international S V Sunil.
