The AG K P Dandapani also said the Pathnamthitta Judicial First Class Magistrate's decision to remand Joppen for 30 days cannot be supported.
The conditions put forward by the government to grant bail to Joppen are he should not leave the limits of Puthur police station in Pathnamthitta district, not influence witnesses and appear before Investigating Officers as and when required.
The High Court also criticised the Pathnamthitta court magistrate's remand order on the ground that a large number of police personnel are to be deployed to produce the accused in court.
The court said remand should not exceed 15 days without sufficient satisfactory grounds.
It also adjourned to Friday, the second bail plea of Television actress Shalu Menon.
The scam pertains to financial cheating of several people by the accused Biju Radkahrishnan and Saritha Nair, both under arrest, by offering clients solar energy solutions.
