The Centre's decision to constitute a 'joint seat acceptance committee' for admission to under-graduate programmes in IITs and NITs would not be implemented from this year due to delay in declaration of scores and the counselling process.
The decision would have ensured that there is no blocking of seats and no seat goes vacant in IITs after the counselling process is over.
Sources said though the decision of forming the committee was taken last month, delay in declaration of cut-offs and the counselling process in JEE Mains have come in the way of implementing the proposal.
While counselling for students to IITs are already underway, the process for the admission to NITs has just started.
The new proposal comes against the backdrop of the launch of a new format for admissions to the centrally-funded technical institutes from this year. The normalisation process has already left students confused about getting admission.
As per a HRD Ministry notification, candidates who are offered seats through JEE (Advanced) 2013 or thorough Central Seat Allocation Board 2013 will be shown the results of the seat allocation through a joint portal which shall be coordinated by the committee.
Among its role, the committee would be "identifying the candidates who are offered a seat only by one of the boards or by both.
"If a candidate is provided two seats, taking the choice of the candidate to which seat is to be returned by the candidate and which one is retained would be conveyed to the respective boards".
IIT Delhi will serve as secretariat for the seven-member committee with Prof. G B Reddy of IIT Delhi as its chairman.
