Contesting the draft JPC report on 2G spectrum scam, CPI(M) today asked a series of questions to the Prime Minister and Finance Minister on the issue and said it was not possible for the panel to conclude that both of them were "misled" by then Telecom Minister A Raja.
The questions included one as to why did Prime Minister Manmohan Singh not cancel the Letters of Intent (LoIs) in January 2008 and followed a proper procedure to issue the licences.
"Why did the Hon'ble PM not take action as he had himself asked that the note prepared by Pulok Chatterjee, Secretary to the PM, dated 6th January, 2008 be modified to take into account the status after issuing of the LoIs," senior CPI(M) leader Sitaram Yechury asked.
Yechury, a member of the Joint Parliamentary Committee (JPC), posed the questions in a note to other members of the panel, claiming as to why a conclusive report of JPC cannot be prepared unless the queries are answered by the Prime Minister and the Finance Minister.
The draft report had, among other things, concluded that the Prime Minister had been misled by Raja.
"Keeping in mind the high office he occupies, the Hon'ble PM can give answers to JPC orally or in writing. Without answers from the Hon'ble PM on the above, it is difficult to understand how JPC can come to any conclusion regarding the Hon'ble PM being misled by Raja," he said.
Similar was the case for the Finance Minister also, from whom Yechury sought replies to another set of questions.
Yechury wanted to know from the Prime Minister whether Raja had met him and discussed the procedure he was going to follow on spectrum allocation and whether the former had agreed with the latter.
