Eshwarappa, who holds portfolios of Revenue and Rural Development and Panchayat Raj, said these personnel would be appointed on contract the basis of reservation and merit.

As many as 1,400 engineers and technical officers each would be absorbed at a monthly salary of Rs 20,000 and Rs 12,500, respectively, while 5,600 computer operators would get Rs 6,500, he told reporters here.

Eshwarappa said each hobli -- a cluster of adjoining villages -- would have a Nemmadi Kendra.

The minister said the government has decided to bring services offered in these kiosks under 'Sakala' which makes it mandatory for the staff to deliver services in a time-bound manner or be liable to be fined.

Eshwarappa also said there was "confusion" in implementation of MNREGA in Karnataka in 2008-09, including in third party inspection.

A senior official of the RDPR ministry has been asked to conduct an enquiry and he would do so in coordination with district officials, he said, adding, in many cases the workers had not been paid during that year.
