Police, who were called just after midnight yesterday to Knights Tower, in Deptford, south London, have described the deaths of the 18-year-old man and 19-year-old woman as a "tragic accident".
Horrified neighbours described how they saw the woman perched on the balcony embracing the man, moments before they both fell 30 metres to the ground.
The couple were both pronounced dead at the scene.
The dead girl was identified as Anastasia Tutik from Russia, The Telegraph reported.
The parents of the second victim, an 18-year-old known only as Miguel, were also in shock after being told of his death at their home in Monterrey, Mexico.
Detectives said the incident was not being treated as suspicious.
Neighbours said they heard laughing and joking coming from the luxury block of riverside apartments at Knights Tower and then a loud bang.
"I heard them laughing and giggling and she shouted 'No'. They were sitting on the balcony laughing and joking and I paid no attention to it. My friend saw them fall off the balcony," Maureen Flynn, 22, who lives in a neighbouring building, was quoted as saying by the Guardian.
The teenagers were students at fee-paying Bellerbys College London and the English language school Embassy London, which said in a joint statement that they extend their support to the friends and family over the tragedy.
