The other accused in the 'Pattoor land case' are two employees of Kerala Water Authority and a prominent builder.
The Anti-corruption watchdog filed the FIR in the vigilance court arraigning the five persons, vigilance sources said.
Chandy is the fourth accused in the case.
Vigilance had conducted a "quick verification" in December 2015 on a complaint by then Opposition leader, V S Achuthanandan, who had alleged that the previous Congress-led UDF government led by Chandy had violated norms in allowing a private company to construct flats in the land owned by government at Pattoor in the capital city here.
