The complaint was submitted by member of UP Bar Council and former chairperson of Meerut Bar Association Anil Bakshi yesterday.
Bakshi said the court of CJM Sanjiv Kumar has fixed November 20 as the date for registering statement on the complaint.
Bakshi said in the complaint, he has said that lawyers have been agitating for long for a high court bench in western Uttar Pradesh.
The complaint states that the Minister of State for HRD Ram Shankar Katheria and Agra MP has made a statement for establishing a high court bench in Agra. His statement has spread rumours in western Uttar Pradesh and there is tension in the area over the issue, it added.
Upset over the statement, lawyers here have gone on a strike.
