Jammu and Kashmir Chief Minister Omar Abdullah today alleged that the Legislative members do not utilise the "right procedure" to make their view points.
"It has been observed that members do not utilise the right procedure to make their view points in the Assembly or Council, but they choose speaking outside the Houses which weakens the institutions," Omar, who was here to attend the 'Best Legislators' award function at the Legislative Council Secretariat, told reporters here.
The committee constituted for the purpose had recommended Ajay Kumar Sadhotra from ruling NC and Murtaza Ahmad Khan from the opposition party PDP for the award.
Omar said that the disagreement to a view point should be presented in a decent manner and within the Parliamentary limits.
"In a democratic set-up every Legislator has his right to disagree. However, the maxim 'agree to disagree' should be applied in such a way as would not reduce the dignity of the Houses," the chief minister said.
He said that politics and politicians are presently being suspected by people for their behaviour and approach and insisted that this mindset needs to be changed.
Omar, meanwhile, advised the newly elected members to represent the people in the House to the best of their capacity.
The Chairman, Legislative Council Amrit Malhotra and Speaker, Legislative Assembly Mubark Gul were also present on the occasion.
