Look into recurrence of juveniles fleeing reform homes: HC

The Delhi High Court today said frequent incidents of juveniles escaping from reformatory homes need to be looked into.
A bench of justices S Ravindra Bhat and S P Garg also expressed concern over the issue of women inmates trying to escape rehabilitation homes.
It said measures have to be taken to stop such incidents and one counsellor should also be attached to all such homes in Delhi.
The bench also directed the Delhi government and other agencies to file their status report regarding the facilities and security at reformatory and rehabilitation homes by August 16.
Besides proper security arrangements at these reformatory and rehabilitation homes, the authorities should provide the facility of one-to-one interaction of the counsellor with the inmates, the bench said, adding educational and sports activities should also be carried out at the homes.
The court's observation and direction came during a hearing of a case it initiated on its own after an incident in which juveniles at a reformatory home went on a rampage and the government officials failed to control the situation.
During the hearing, the bench also noted a recent news report about seven inmates escaping from a juvenile correction home here at night after thrashing and tying up the security guard.
It also expressed anguish on how woman inmates tried to escape from the rehabilitation home.
The bench also asked the authorities concerned to conduct an enquiry into the two incidents and file their status report.
