According to police, the accused, who is a part-time sweeper, has been arrested after the matter came to light a week back and an FIR was registered upon a complaint by a local.
Police said that locals found the carcass of one of the puppies inside a park and suspected that it had been killed. A post-mortem, too, was done at a veterinary hospital in Maqsoodpur.
The complainant told police that he suspected the hand of one Ranbir behind the case as he used to object to the locals feeding the stray puppies.
The carcasses of the two other puppies are suspected to have been devoured by other animals.
Police said a case under Section 429 of IPC and Section 11(1)(L) of the Prevention of Cruelty to Animals Act, 1960, has been registered in the matter at Vasant Kunj (north) police station.
