Harminder Singh Saini was booked under Section 420 (cheating) of IPC and Sections 8,9 of Prevention of Corruption Act after a complaint by Gurmukh Singh.
According to the complaint, Singh alleged that his UK-based NRI cousin Tarwinder Singh Tally, is currently lodged in Modern jail in Kapurthala on charges of murder.
He said that Saini took Rs 46 lakh from him one and a half years ago for arranging the release of Tally by contacting some influential official.
When Saini could not get Tally released from jail, he returned Rs 20 lakh out of the total, but did not return the remaining amount.
Rather, Saini gave them four bank cheques out of which three had bounced, the complainant claimed.
An inquiry was conducted in this connection after which a case was filed against Saini, police said.
