"The police manual has to be amended because it doesn't subscribe to the use of rubber bullets. In fact, the police manual is very scary as it says bullet should not be wasted," Sangma told the Assembly.
He said since the police manual was considered to be "outdated", the process for amendment was already on.
The Chief Minister was replying to queries raised by members on the use of non-lethal weapons such as rubber bullets for mob control.
On a question posed by United Democratic Party legislator Paul Lyngdoh on whether the police was equipped with tear gas shells, PA system for crowd dispersal or rubber bullets, the Chief Minister said measures adopted for crowd control by avoiding incidents of firing would be adopted.
He also highlighted on the specifics of raising the special force - SF 10 for counter insurgency operation and another unit to deal with mob control.
