MLA attack: Cong seeks secy-level babus' posting for 12 yrs

In the wake of an Independent MLA allegedly assaulting a senior Mantralaya officer over a refusal to his demand, Congress MLC Khwaja Baig today sought to move a private members Bill, seeking to raise the duration of posting for secretary-level officers and employees on a post to 12 years from the current three.
In the Bill, Baig stated that the government directives on general transfers of secretaries and employees were framed in 1997-98. In order to streamline the procedures, the law was passed in 2006, he said.
Further arguing, he said that in the Secretariat category, an employee or a secretary working for three years takes some time to understand the scope and duties of his/her post.

"By the time the employee manages to understand the functioning of the department, time comes for his or her transfer," he said.
Moreover, as the time draws close for his next transfer, it has adverse impact on his psyche and is less inclined to do any work in the last six months leading to his transfer, Baig said.
He added that department policies are determined and their implementation is done by regional machinery.

The secretary-level officer who is posted on a post for three years gets very little time to understand the issues and after serving at two posts the official is transfered outside his department, he said.

"Hence, the creation of institutional memory is not happening which will have adverse impact on government functioning," Baig said as he sought to move the Bill seeking increase in duration of secretary-level officers and employees on a post from three years to a duration of four postings, i.E, 12 years.
As per legislative practices and procedures, the member moving the private members Bill withdraws it following assurance from the government about incorporating the suggestion of the members into the law.
Independent MLA Bachchu Kadu, who represents Achalpur Assembly constituency in Amaravati district, was on Wednesday arrested for allegedly assaulting B R Gavit, Deputy Secretary, General Administration Department Mantralaya, while he had gone to meet him, with a clerk Ashok Jadhav, on March 29.

The MLA was insisting that Jadhav be allowed to continue to stay in the government quarters and be allotted additional accommodation, in violation of norms.
The officer apparently refused to entertain Kadu's demand, to which the infuriated MLA allegedly abused and hit him hard on the head.
