NDFB(S) has sent a mail to the Chief Manager of NHPC seeking a ransom Rs 20 crore for the release of Anil Kumar Agarwal, the GM of an NHPC project in Tawang.
Agarwal has remained untraceable for the last five days.
NDFB Publicity Secretary B Ferenga said in the mail that Agarwal is in their custody.
"We demand Rs 20 crore without any delay for his release," he said.
Assam police in association with its counterparts in Arunachal Pradesh is planning a move to rescue Agarwal.
"A joint operation will be started, specially in West Kameng district near Bhalukpung, from tomorrow in which the Indian Reserve Battalion will take part," he said.
Repeated phone calls to NHPC Director (Personnel) Radheshyam Mina remained unanswered.
So far, three persons have been arrested in connection with the kidnapping on September 21.
Five persons, including a female, were detained by police on the suspicion of giving shelter to the kidnappers.
As per police sources, Agarwal was coming from Tawang to Guwahati when he was kidnapped from Charduar area after crossing the inner line gate at Bhalukpung.
Agarwal, who hails from Faridabad in Haryana, has been posted at Tawang for a year now. There are two hydro-electric power projects in Tawang - Chu-I and Chu-II. Agarwal is General Manager of Chu-I.
