The notices were issued to the the state's Chief Secretary and and DGP on the basis of media reports that D Vanajakshi, tehsildar of Musunuru, was beaten in the presence of policemen on July 9, 2015.
"The Commission has observed that the contents of the media report, if true, raise a serious issue of violation of human rights of the victim," a release by NHRC said.
"The (TDP) MLA reached the spot and objected to her action and assaulted the woman officer. The policemen present there did not take any step to protect the victim," it added.
According to media reports, TDP MLA Prabhakara Rao reached the spot and objected to her action. Some women present there allegedly dragged the tehsildar away from the spot, in the presence of Rao, revenue officials and police.
