"The Centre announced with fanfare about implementation of OROP. If it was started why was an ex-serviceman was forced to commit suicide over it. This means that what was told about OROP and its implementation is not complete," Kumar said slamming the NDA government at the Centre for the tragedy.
"Practically it appears that the scheme is not being implemented properly due to which such a incident happened. This (alleged suicide by ex-serviceman Ram Kishan Grewal) is an example of lacunae in implementation of OROP," he told reporters.
He had yesterday expressed grief over death of Grewal and slammed the Centre saying it reflected its "double standards" towards soldiers.
In reply to a question by newsmen about Congress Vice-president Rahul Gandhi's detention over the ex-serviceman's death, Kumar said "Every party has its own plan how to agitate over an issue.
