The government pleader M K Subramanian sought time to file counter to the PIL by VCK leader Thol Thirumavalavan when it came up before a division bench, comprising Justice M Sathyanarayanan and Justice M Sundar.
After issuing notice to the government pleader, the bench adjourned the matter to August 7.
The petitioner's Counsel M.Palanimuthu submitted that the government had framed "new extraordinary impugned rules"-- notification No.119 dated April 29, 2017 and a subsequent government order of similar date for appointment of law officers for the Madras High Court and its bench at Madurai.
