Oppn BJP seeks Prez's intervention to ensure Delhi Assembly

Opposition BJP in Delhi Assembly has sought intervention of President Pranab Mukherjee in ensuring that the Delhi government acts in accordance with the Constitution of India.
"Delhi government has taken a number of steps which are in clear violation of the Constitution of India. I have sought intervention of the President of India to ensure that the Delhi government is run on in accordance with the provisions of the Constitution of India," said Leader of Opposition Vijender Gupta.
"The Union Home Ministry has clarified that in the Constitution, the expression Government is defined as the Lt Governor of Government of National Capital Territory of Delhi (GNCTD)," he said, adding that amendment in this regard by the Kejriwal government is "unconstitutional"
The Aam Aadmi Party government is "not following" the relevant provisions of the Constitution of India as well as Rules of Procedure and Conduct of Business in the Legislative Assembly of GNCTD, 1997, while introducing and approving Bills in the Delhi Vidhan Sabha, he alleged.
"Delhi government has so far unauthorisedly introduced important Bills without prior approval of Lt Governor of Delhi as mandated under Section- 45 of GNCTD.
Gupta assailed the Code of Criminal Procedure (Delhi Amendment) Bill, 2015 introduced by the Delhi government in Delhi Vidhan Sabha on Monday, charging that Delhi Legislative Assembly "has no locus standi in the matter".
