Par committee points out lapses in Navodaya Vidyalaya Scheme

The setting up of Jawahar Navodaya Vidyalaya (JNVs) is not going as per the schedule and there has been considerable time lapse, a Parliamentary standing committee has stated.
"A considerable amount of time has lapsed since the new JNVs were sanctioned in 2014 and so far only 40 proposals have been approved, which have been scheduled for completion by 2019. The work is not going as per schedule," the committee said in its report which was tabled in Lok Sabha.
"The committee asks the Department of School Education and Literacy to closely monitor the programmes so time lines are met and the matter should be taken up in a mission mode to ensure that atleast 15 approved proposals are completed during the year itself," the report added.
The National Policy on Education, 1986 had envisaged setting up of residential schools to be called Jawahar Navodaya Vidyalays to bring out the best of rural talent.
638 districts across the country have been covered under the Navodaya Vidyalaya Scheme.
The committee also noted that 45 JNVs are operating from temporary sites and directed the department to ensure that they are shifted to their permanent premises within the stipulated time.
"The committee is constrained to note that more than 20 per cent posts are vacant in the schools and the efforts made by the department are not enough," the report said.
