Parl panel favours setting up of International Law Dept

The Parliamentary Standing Committee on Personnel, Public Grievances, Law and Justice headed by E M Natchiappan has favoured setting up department of International Law in order to synchronise laws of the land with various international treaties and conventions.
"In the fast changing world, many international bodies, including the United Nations are coming up with several new regulations. In fact, as many as 3,000 treaties and conventions are binding upon a sovereign country like India," Natchiappan said today.
"When 198 countries sit together and make laws and regulations at the United Nations, India is represented by the Executive", he told reporters here.
"Parliament being the supreme law making authority, in India, the Parliamentary Panel on Personnel, Public Grievances, Law and Justice is examining various modalities to be followed for implementing various treaties and conventions made at the international level," he added.
"We are working on a new trinity, comprising new Department of International Law in the Ministry of Law & Justice, the External Affairs Ministry and the nodal ministry concerned with the treaty," the Congress member in Rajya Sabha said.
Natchiappan also said with judicial interpretation of international law also coming up, such a department would be necessary.
Natchiappan said, "if there is good governance, there
will be less grievance and lesser litigation. This will also reduce the burden on an overstretched judiciary".
The Parliamentary Standing Committee comprising 10 MPs from Rajya Sabha and 20 MPs from Lok Sabha is on a visit of Rajasthan and Maharashtra.
Before arriving here, the Committee held consultations with PSUs, National Legal Service Authority and the National Law University in Jodhpur.
In Mumbai, the Parliamentary panel held meetings with Rashtriya Chemicals and Fertilizers, IDBI, SIDBI, MTNL and Cotton Corporation of India.
Rajya Sabha MPs from Maharashtra - Majeed Memon and Rajani Patil and nominated member Anu Aga are also members of the panel.
In the second leg of their Maharashtra visit, the Parliamentary Committee will visit Nagpur on January 31 and February 1.
