Pb Cong hails quashing of CPS appointments by HC

Punjab Congress today welcomed Punjab and Haryana High Court's quashing of appointment of 18 Chief Parliamentary Secretaries by the state government, stating the move was not unexpected as the Badal government had failed to follow proper procedure before appointing them.
"Obviously the Badal government tried to circumvent the constitutional and legislative procedure by appointing the CPSs without following proper procedure and hence these were expected to be scrapped," Punjab Pradesh Congress Committee president Capt Amarinder Singh said here.
"It is a classic case of constitutional and legislative ignorance on part of the Badal government," he said.
Singh said, during the Congress regime between 2002 and 2007, CPS and parliamentary secretaries were appointed after following proper procedure and constitutional guidelines, which the Badal government failed to do.
In a setback to the SAD-BJP government in Punjab, the Punjab and Haryana High Court today quashed the appointment of 18 Chief Parliamentary Secretaries (CPS) by it in April 2012.
