"The Congress is working on an idea of bringing a no-confidence motion against Atwal in a bid to corner the Parkash Singh Badal government," Congress Legislative Party (CLP) leader Sunil Jakhar told told reporters outside the Assembly here.
He said that the Speaker's efforts to break the current logjam in the Assembly had failed as he is working under the "influence and pressure" of the Akali government.
However, the Speaker had indicated that he was working on to end the confrontation between the treasury and opposition benches.
"The opposition was not ready to tender an apology for something they had not done," Jakhar said.
The Congress leader said that a no-confidence motion against the Speaker would have precedence over all other business of the House and the government would be forced to defend its various "acts of omission and commission".
Last week, 15 Punjab Congress MLAs were booked on charges of assaulting a public servant during an alleged police raid on its legislature party office while nine of them were suspended for the rest of the budget session for unparliamentary behaviour by Atwal.
