The PCB, referring to media reports, issued the notice to Umar who has also been dropped from the Pakistan T20 squad for the series against England for the same reason.
In the notice the board has said that Umar should explain his conduct as media reports say he took part in objectionable and immoral activities in Hyderabad city.
The media has reported that Umar and some other players were taken to the Site Police station in Hyderabad after police raided a bungalow where the players were watching a mujra.
Umar was released from the police station after a while and he has since than denied taking part in any objectionable activities and insists he just went to the bungalow with some friends on a dinner invitation.
PCB's chairman of the executive committee Najam Sethi told the media in Lahore that if Umar was found innocent after the inquiry he would be selected again for the national team.
The PCB today also apparently issued a reprimand to national T20 captain Shahid Afridi for giving a statement in the media on policy matters.
The PCB has advised the allrounder to not speak on policy matters of the board.
Afridi has told the board he was misquoted.
