The two accused, who are 30 and 25-year-old, are cousins and carry their babies with them to avoid suspicion, police said.
On September 8, one Balji Bagda, who had come to India from the United States, told police that his bag was stolen at the New Delhi railway station.
He alleged that he was getting down from the foot over- bridge towards the waiting hall on platform number 1 when someone stole his small bag.
Police scanned footage from CCTV cameras installed at the railway station and the two women were seen in the footage.
Subsequently, they were nabbed yesterday from near Minto Bridge.
Police have recovered the stolen bag along with the documents, $2,379 and Rs 10,000 in cash, said Kumar Gyanesh, Deputy Commissioner of Police (Railways).
The elder of the two cousins was previously arrested in another case of theft.
