Protests over Deemed Conveyance issue; Min assures help

Maharashtra government has assured to look into the issue of Deemed Conveyance following protests by an organisation in this regard.
The Maharashtra Societies Welfare Association (MSWA) today held a rally protesting Deemed Conveyance issue in Dombivali in neighbouring Thane district.
Maharashtra Co-operative Minister Chandrakant Patil told PTI, "People are free to raise their voice, but they should file proper submission to me or my department. I will look into it whether Deemed Conveyance is being conveyed or not to the applicant society.
"And if not, then I will instruct officials and Cooperative Commissioner to look into the matter so that process of Deemed Conveyance gets going," the minister said.
Scores of protesters demanded to implement one window clearance, less paper work, nominal stamp duty etc so that the concept of Deemed Conveyance could be implemented immediately in letter and spirit.
"The GR issued by the state government clearly states that to get the deemed conveyance, a society needs to provide as many as 12 documents. But the officials are pressurising society office-bearers to produce even 25 documents. This has killed the spirit of the GR issued and is not as per law," said Ramesh Prabhu, Chairman of MSWA.
MSWA spokesperson Sunil Sharma said,"In Mumbai and neighbouring Thane, there are almost 45,000 housing societies awaiting deemed conveyance. Almost all of these buildings are 20-30 years old and are in dilapidated condition. They are urgently in need of repairs or redevelopment.
"Only after executing the conveyance, the legal ownership of the land and the building is transferred to the society; till such time the society has only possession rights without any legal right for re-development or any other commercial benefit," he said.
"When government has come forward with deemed conveyance, then why it is not ensuring it to be properly implemented? Why the procedures have not been simplified?" Sharma questioned.
