Rules for disposal of construction waste finalised: Javadekar

The Environment Ministry has finalised the draft Solid Waste Rules 2015 with "elaborate" safeguards for environmentally sound practices for disposal of construction and demolition waste, Rajya Sabha was informed today.
Environment Minister Prakash Javadekar said that construction and demolition works generate pollutants including dust particles which can degrade quality of water, land, air and cause noise pollution.
"The Environment Ministry has finalised the draft Solid Waste Rules 2015 with "elaborate" safeguards for environmentally sound practices for disposal of construction and demolition waste," Javadekar said.
He said that the state environment impact assessment authorities and central government while granting environmental clearance to construction projects under the environmental impact assessment notification 2006 stipulate conditions for prevention, abatement and control of pollution from such projects.
Javadekar said that his ministry has notified the Municipal Solid Waste (Management and Handling) Rules 2000 under the Environment Protection Act 1986 which provide procedures for management of municipal solid waste including construction and demolition waste (C&D).
The Environment Minister said that as per the rules, C&D waste or debris should be collected separately and disposed off in accordance with state laws.
Javadekar had earlier said that his ministry has decided to come out with rules to deal with the health hazards posed by the waste generated from construction of various infrastructure projects.
He had said construction waste is one of the major reasons for the air pollution in Delhi.
