Kumar, allegedly involved in some illegal activities, escaped from police custody on March 24 while being produced in the court of Chief Judicial Magistrate, Kathua, he said.
A case was registered against him in this regard and a manhunt was launched to arrest him, he said, adding a constable was suspended for dereliction of duty.
Special police teams were constituted to arrest him, he added.
