The direction was issued after Harish Bhagat, legal assistant posted in Ludhiana Municipal Corporation, complained that the department was biased in the matter of promotion.
The commission had earlier taken serious note of the complaint and also sought a report from local government department but the department did not pay any heed to it, said an official spokesman.
In spite of repeated reminders sent by the Commission, neither the department submitted any reply nor any of it's officers appeared before the commission.
