Yusuf Nur, a police officer in Baidoa, told The Associated Press that the first restaurant was hit by a car bomb and a second nearby restaurant was targeted when a suicide bomber blew himself up in the establishment.
Nur said the explosions were at the central Beder and Redo restaurants which are popular with officials and residents.
Yasmin Ali, a nurse at the town's main hospital, said at least 20 people are being treated for injuries.
There was no immediate claim of responsibility for the Baidoa attacks, but the Islamic extremist rebels al-Shabab have carried out many similar attacks in Somalia.
