Speaker hopes Monsoon session of Assembly would be fruitful

Jharkhand Assembly Speaker Dinesh Oraon today expressed confidence that the Monsoon session of the state Assembly would be fruitful.

The Monsoon session of Jharkhand Assembly started today and will continue till July 21.

The speaker expressed hoped that differences of opinion in the past few sessions between the ruling and the opposition benches would end.

Referring to the past few stormy sessions of the state Assembly, Oraon observed that the House was unable to adhere to democratic yardstick as political ambitions have overtaken legislature work.

"In the past sessions we have been unable to adhere to democratic yardstick. Political ambitions have overtaken Legislature work," he said in his inaugural address to the monsoon session of the Jharkhand Assembly.

Oraon said there is enough time during the monsoon session to debate through Question hour, calling attention motion, besides debate on the first supplementary budget.

If necessary, the time of the House duration would be extended for debate, he said, adding cooperation from everyone is expected.

"The House is the highest place to establish dialogue and without dialogue in the House or outside it creates obstacle in the path of development," Oraon said.

He said every member of the House is a House itself as the member represents a constituency and has the right to represent it in the House and he (Speaker) did not want to hurt the right of any member.

When one member carries out ones responsibility the other member would get the right automatically, Oraon said and called upon everyone to ponder over as to how to do legislature business.

The House should function through debates, he said and added that efforts should be made by the Leader of the House, the Leader of Opposition, chief whips and leader of legislative parties for smooth functioning of the House.

"It is the responsibility of all the leaders of the parties and chief whips to maintain discipline of their members," he said.
