Suppl budget presented in UP Assembly amid uproar, Q-Hour

Both the houses of Uttar Pradesh legislature today witnessed repeated adjournments and wash out of Question Hour as the members of Opposition demanded a discussion on the law and order situation in the state, even as CM Akhilesh Yadav presented the first supplementary budget in the Assembly amidst uproar.
Carrying banners and donning caps with slogans like "goonda-mafia mast hai, UP ki janta trast hai" (People suffer as mafia rules the roost), Opposition members trouped into the Well of the state Assembly even before Speaker Mata Prasad Pandey could take his seat.
They also protested against "illegal mining" and "rampant corruption" and demanded that the guilty should be arrested immediately.
Despite repeated appeals from the Chair to restore order, the agitated members sat on dharna in the Well, leading to two adjournments in the pre-lunch sitting.
The House was first adjourned for 20 minutes and then for the entire Question Hour.
When the House re-assembled, Chief Minister Akhilesh Yadav presented the first supplementary budget amounting to Rs 19,284.98 crore for 2015-16 amidst pandemonium.
The Speaker then took up the business listed on the day's agenda.
Though BSP members returned to their seat to raise their adjournment notice on law and order in the state, BJP along with Congress and some other members sat in the Well forcing the Chair to call it a day.
When Leader of the Opposition Swami Prasad Maurya tried to raise the issue of law and order, Parliamentary Affairs Minister Azam Khan retorted saying 'goonda raj' and 'loot' was rampant during the previous BSP government.
Khan said their sins will reduce their strength in the House drastically in the next election to barely three or four.
Similar scenes were witnessed in the legislative council where after the derailment of the Question Hour, the Opposition members disrupted the proceedings yet again when the House re-assembled, forcing adjournment for 20 minutes.
The leader of the House Ahmed Hasan presented the supplementary budget amidst the protests.
After rushing through the business on agenda, Chairman Ganesh Shankar Pandey adjourned the House for the day.
