Police said Sintu Saha, member of Hada Panchayat Samity in the block, was on his way back to party office from the panchayat when he was accosted and shot at.
The bullet, lodged in Saha's rib, was, however, later extricated at the Jhargram Zilla Hospital.
He was out of danger now.
Local TMC leadership said BJP was behind the attack but the saffron party denied the same.
Earlier in the day, in an unrelated incident, Jhargram town BJP President Sukhomay Satpathy was injured when hit by a lathi in a clash with TMC over a local girls' school managing committee election, police said.
