They surrendered before DIG (south-west range) S Dev Dutta Singh and Koraput SP Awinash Kumar here today.
The two ultras, belonging to the Srikakulam-Koraput joint divisional committee of the Maoists, have been identified as Udunu Huluka and Dumri Huluka.
Both of them were residents of Basanput village in the district.
The police said the duo were involved in killing at least six civilians on charges of being police informers between 2009 and 2012 in Narayanpatna area and Udunu was involved in killing at least nine security men in a landmine blast triggered by the Maoists near Jogipalur in Narayanpatna in 2009.
"After they realized that the Maoists have diverted from their ideology and are involved in looting people and murdering innocent civilians, they decided to surrender. They will be rehabilitated as per the state government's surrender policy," the SP said.
