Members of the Cabinet, headed by Prime Minister Narendra Modi, also observed a two-minute silence in her memory, official sources said.
A resolution was passed hailing the leadership of the AIADMK general secretary and condoling her demise on Monday night.
It said in her death, the people of the state have lost a popular leader.
"The Cabinet expresses profound sorrow at the sad demise of Selvi J Jayalalithaa, Chief Minister of Tamil Nadu on November 5...In her passing away, the country has lost a veteran and distinguished leader, affectionately called Amma," the resolution read.
