Uproar in Haryana Assembly, Cong stages walkout

The Haryana Assembly today witnessed noisy scenes on the second day of the Budget session over deferment of the adjournment motion given by the opposition Congress on the the loss suffered by the farmers in the state due to recent unseasonal rains.
The Congress MLAs also staged a brief walkout from the House when Speaker Kanwar Pal deferred their adjournment motion, which was given by the opposition party this morning, till tomorrow.
However, the Congress members who were led by their legislature party leader, Kiran Choudhary, were up on their legs, insisting the Chair allow their adjournment motion first as it pertained to an "emergent issue" concerning the farmers.

The Congress MLAs including Choudhary, Raghubir Singh Kadian, Karan Singh Dalal and former Speaker Kuldeep Sharma blamed the Manohar Lal Khattar led BJP government in the state of being "insensitive and apathetic" towards the farmers' plights.
They claimed that the saffron party, which had made tall promises to the peasants before the Lok Sabha and state assembly polls, had now "betrayed" them with "diluting" the Land Acquisition Act while being "silent" on the implementation
of the Swaminathan Commission report.

As soon as the Question Hour was over, Karan Singh Dalal requested the Speaker to allow their adjournment motion, saying "great loss has been caused to the farmers' crops due to recent heavy rains and hailstorm".

The Speaker told him that it had been admitted for tomorrow and asked Dalal to resume his seat to allow the Calling Attention notice on spread of swine flu in the state, an important matter concerning the public, be taken up first.
Kanwar Pal said that both the issues--swine flu and loss caused to farmers by the rains--are equally important and let the swine flu matter be taken up first.
However, dissatisfied with the deferment of their adjournment motion, the Congress MLAs were up on their legs and raised slogans against the BJP government.
This irked the treasury benches, some of whom were also up on their feet and the two sides had heated exchanges and engaged in verbal duels.

In the midst of the din, BJP MLA Gian Chand Gupta asked the Congress MLAs "not to shed crocodile tears", saying they must remember the time when they were in power in the state during which "the farmers were even given meagre compensation of Rs 3 for damaged crops".
Amidst noisy scenes in the House, Kiran Choudhary requested the Speaker that rules provide that the House can suspend the listed business and immediately take up the adjournment motion for discussion.
She along with some other Congress MLAs insisted that the Chair "give its ruling", making it clear "under which rule the adjournment motion has been deferred".

Choudhary and Kadian also accused the main opposition Indian National Lok Dal of not lending support to the Congress on the crucial issue concerning the farmers.
"Even they (INLD) are supporting them (the BJP). Both are playing a friendly match. They (INLD) are playing the role of BJP's 'B' team," Choudhary charged.
Later on, the Congress MLAs staged a brief walkout on the issue.
