The blast occurred late on Tuesday night in Kailash's room located in Ramdham colony where he lived on rent, leaving him badly charred, SSP Sweety Aggarwal's office said.
The room and some other adjoining buildings were also damaged in the blast, it said.
However, it was not clear what led to the blast as a forensic team from Dehradun examining the scene of the blast today found an intact LPG cylinder kept inside the room.
Kailash, who hails from Nainital district, is in severe pain and is not able to tell the police what may have caused the blast, the SSP office said.
