Software exports from Orissa has witnessed an almost flat growth in 2009-10 at Rs 1198 crore. This is a marginal increase over Rs 1171 crore which the IT units registered with the Software Technology Parks of India (STPI) had clocked in 2008-09.
“The software exports from the STPI registered units in the state stood at Rs 1198 crore in 2009-10. In the past 20 years, the state has recorded software exports to the tune of Rs 5912.01 crore”, said state IT minister Ramesh Majhi.
It may be noted that the state's software exports have grown from a meagre Rs 21 lakh in 1992-93 to Rs 1198 crore by the end of 2009-10.
The figure is projected to touch $1 billion (around Rs 5,000 crore) by the end of 2012-13.
The state had posted 39.04 per cent growth in its software exports in 2008-09 at Rs 1168 crore as against Rs 840 crore in 2007-08.
While Infosys Technologies was the biggest software exporter from the state accounting for more than 70 per cent of the total software exports in 2008-09, Mahindra Satyam (formerly Satyam Computer Services) trails it at Rs 191 crore.
Meanwhile, the state IT department is leveraging IT services for the benefit of the common people in the rural areas. This is primarily being done through the establishment of the Common Service Centres (CSCs)
“Out of the targeted 8558 CSCs, the infrastructure has been created for 5843 centres while 3097 centres have already been operational. These CSCs are offering web enabled e-governance services to the people of the rural areas of the state”, said Majhi.
Besides the CSCs, the state government has rolled out e-Dharini, the e-registration project being taken up a cost of Rs 100 crore.
This project which is one of the Mission Mode projects of the state government is implemented by by Orissa e-Governance Services Limited (OeSL), a special purpose vehicle formed by Orissa Computer Application Centre (OCAC) and IL&FS-Infrastructure Development Corporation.
The project is being taken up on the public private partnership (PPP) mode and it would be implemented by on BOOT (build, own, operate and transfer) basis.The e-registration project will be applicable to all essential records including birth, marriage and death certificates as well as land records.
The objectives of this project are to replace existing manual systems of verification and scrutiny of documents, ensure valuation of properties, capturing and preserving copies of the documents and maintenance of back office records.
To facilitate the implementation of the e-registration project, all the 177 sub-registrar offices have been computerized.
Moreover, the state IT department is also going ahead with the e-district project to help strengthen the delivery of citizen centric services at the district level. Pilot trials for this project are being held in Ganjam and Mayurbhnaj districts.
