The Central government ministries or departments engage contractual services as per their requirement after completing all necessary procedural formalities, the Rajya Sabha was informed on Thursday. The government's response came on a question "whether any rule has been framed or guidelines issued by DoPT (Department of Personnel and Training) for appointments in central government's ministries/departments, institutions and PSUs etc. on contractual basis". "The government posts are filled up in accordance with the recruitment rules. However, keeping in view the administrative exigency of work, efficiency and economy of operations and unavoidable circumstances, contractual appointments and outsourcing for services is also sometimes resorted to," Union Minister of State for Personnel Jitendra Singh said in a written reply. The Bihar Cabinet on Tuesday decided to give government employee status to around 3.5 lakh contractual (Niyojit) teachers, teaching in different government-run schools in the state, an official said. The decision to this effect was taken in the cabinet meeting chaired by Chief Minister Nitish Kumar. "Immediately after notification by the state government in this regard, these contractual teachers, teaching in different state-run schools for the last several years, will be considered as 'exclusive teachers', with government employee status. A Punjab Cabinet sub-committee on Thursday assured employee unions that a majority of contractual employees in the state will be regularised soon, according to an official statement. The Cabinet sub-committee comprising Punjab Finance Minister Harpal Singh Cheema, Employment Generation Minister Aman Arora, Transport Minister Laljit Singh Bhullar, and Health and Family Welfare Minister Balbir Singh met with representatives of various employee unions and associations here, it said. "Majority of contractual employees to be regularised soon, cabinet sub-committee assures employees' unions," the statement added. Finance Minister Cheema informed the employee union representatives that the Chief Minister Bhagwant Mann-led Punjab government has already notified a policy to regularise the services of employees having experience of 10 years. The Himachal Pradesh government will regularise the services of its contractual employees who have completed two years in March this year, a statement issued here on Sunday said. The state government has also decided to regularise services of the daily waged workers completing four years of service as of March 31, 2023, and September 30, 2023. Services of the contractual employees, who have completed two years of service as on March 31, 2023, would be regularised besides those who are due to complete two years of service by September 30, 2023, the statement said. Chief Minister Sukhvinder Singh Sukhu said the present state government is committed to the welfare of the employees and has taken various measures to benefit its employees.
The Rajasthan government has revised the pay scale of more than 31,000 contractual workers, gram panchayat assistants, education workers and para teachers, Education Minister B D Kalla said. They will now get salary based on the length of their service period. "The pay scale of contractual workers, gram panchayat assistants, education workers and para teachers -- whose estimated number is 31,473 -- has been revised. They will now get a salary of Rs 18,500 after nine years of service and Rs 32,000 after 18 years of service," Kalla said in a tweet on Friday. He also shared a copy of the official order dated October 21. According to the order, these posts have been brought under the purview of 'Rajasthan Contractual Hiring to Civil Post Rules'.
