Despite achieving marginal profits for the seven consecutive years, the state-run Heavy Engineering Corporation (HEC), Ranchi, has been suffering direfully from modernization handicap when most of the Indian capital goods industry both in public and private sectors were upgraded with the modern technology to compete..

HEC which was the brainchild of the first Prime Minister of India, Pandit Jawaharlal started functioning in 1960s.to make and supplies capital equipment, machine tools and spares needed by core sector industries. The steel plants set up by the then Hindustan Steel Limited (HSL) in Bhilai, Rorkela and Durgapur were also equipped with the supplies of HEC. In the modernization of the steel plants under steel Authority of India Ltd (Sail), HEC also contributed to some extent.

With the advancement of technology for the capital goods industry, the ageing equipments with the old technology in the plants of HEC became now old and needs changes by modern equipments as the company's production cost has gone up.
