- Public network operators in Germany paid euro 2.2 billion extra in 5G auction because of spectrum assigned to private networks
- IMT 5G bands — existing or the ones planned — should not be assigned to them
- Only machine-to-machine and plant automation should be allowed on captive networks
- No connection to other networks, buildings or another captive network
- Third party players cannot install and run private networks as it would be a back door entry to act as TSPs without buying spectrum through auction.
- Mass use cases should not be allowed
