31 depts yet to submit UCs for Rs 6,917 cr spending

The record of state departments with respect to submission of utilisation certificates (UC) against expenditure incurred on different government schemes continues to be woeful.

Thirty one departments are yet to submit the UC amounting to Rs 6,917.70 crore for the year ending 2011-12. The UCs were supposed to be furnished by February 2015. Of this, nine departments have not submitted UCs to the tune of Rs 6,719.50 crore. These departments are employment, technical education & training, higher education, housing & urban development, information technology, panchayati raj, planning & coordination, revenue & disaster management. ST & SC development and school & mass education.

Similarly, in case of submission of detailed contingency (DC) bills, the pending position up to the year ending 2011-12 stood at Rs 5.30 crore. The pendency position is particularly high in case of five departments- home, law, housing & urban development, panchayati raj and higher education at Rs 5.29 crore.

DC bills are to be submitted against drawal on AC bills. The AC bills are drawn from the treasury without supporting vouchers on the condition that the amount is to be utilised for the purpose for which it was drawn and supporting detailed DC bills are to be submitted to the office of the Accountant General, Odisha in support of the expenditure. Holding of cash without expenditure against AC bills drawn from the treasury may lead to misappropriation of funds.

Concerned at the huge pendency in UC bills submission, additional chief secretary (finance) R Balakrishnan has stressed on accountability for non-submission of the certificates for such a long period. "The role of financial advisors in monitoring submission of UCs needs to be strengthened. To streamline and expedite the submission of pending UCs and DC bills, there will be monthly monitoring by the finance department and timeline is to be given for compliance," he said at a meeting held recently to review pending position of UCs and DC bills.
