The Cabinet Committee on Security (CCS) today agreed that the diplomatic option to bring Pakistan to heel on the issue of sponsoring terrorism should be exhausted before India takes matters in its own hands.
A member of the CCS said the issue of ordering full-scale mobilisation of the Army, Navy and Air Force had been discussed.
